DELEGATION OF APPRAISAL BOARD OF ESTABLISHING SPECIAL ADMINISTRATIVE – ECONOMIC ZONES CONDUCTED THE SITE SURVEY AT BAC VAN PHONG AREA
In the morning, the delegation hadmeetings with People’s Court of Van Ninh district and People’s Committee of Van Binh commune to listen recommendations about organizing the court model as well as thoughts and aspirations of local officials and people about the establishment of Bac Van Phongspecial administrative – economic zone.

About court model, after reporting the situation of settling cases recently in Van Ninh District to Minister of Home Affairs, Mr. Do Cong Da – Chief Justice of Van Ninh District People's Court requested the delegation to propose the Central Government to create the condition for the district’s judges to enhance their profession. At the same time, human resources with a high skill are also needed to supplement for Van Ninh district in order to satisfy work requirements as establishing the special economic zone.
Noted the idea of Van Ninh district People’s Court, Minister Le Vinh Tan asked Khanh Hoa province to have a good preparation for human resources from now on in order to satisfy requirements of building Bac Van Phong special administrative – economic zone. On the side of Central Government, the delegation will research and propose plans of training, enhancing judges’ profession as well as plans of transfering judges from the Central Government or from Provincial Court in order to help and meet work requirements of special economic zone.
At the headquarter of People’s Committee of Van Binh Commune, Mr. Mai Huu Xuan reported that local people really supported the establishment of Bac Van Phong special administrative – economic zone. There is 99.42% population of the commune’s 8 villages agrees when gathering voter’s opinions by the end of 2017.
In the afternoon of the same day, Mr. Le Thanh Quang –Member of the Party’s Central Executive Committee, Khanh Hoa Provincial Party Secretary; and other provincial leaders welcomed and worked with the delegation.
About the model of the government organization, in the project of establishing Bac Van Phong special administrative – economic zone, People’s Committee of Khanh Hoa province was highly unanimous with the institution of the Head of special administrative – economic zone due to the breakthrough of this model. Despite supporting the idea of Khanh Hoa province, Minister Le Vinh Tan also recommended that the Province should supplement the plan of one-level government organization with People’s Council and People’s Committee. Because when the Law of special administrative – economic zones is approved by the National Assembly according to any plans of government organization, the project of Khanh Hoa province will still satisfy the law’s regulations.

About priority developed sectors, Khanh Hoa province determines 4 main industrial groups to develop Bac Van Phong special economic zone, including: maritime transport services; commercial – financial services; high quality tourism, health and education services; and high technology. Among these industrial groups, the delegation particularly pays attention to the industrial group of maritime transport services because this sectoris distinctive comparing to Van Don and Phu Quoc; and suitable with comparative advantages of Bac Van Phong. There are many natural conditions such as the average depth of 20-30m, being out of the wind, no sedimentation, the large scale of area and the convenient connection infrastructure with 4 types of transport: near the international maritime route, National Highway 1A and North-South railway runs along the area, to Tuy Hoa airport about 30km. Therefore, developing seaport industries and logistics services in priority will generate an important breakthrough that creates the motivation to develop Bac Van Phong special economic zone efficiently and promptly.
In order to share difficulties of Khanh Hoa province in building the establishment project while the Law of special administrative – economic zone has not been approved, Minister Le Vinh Tan suggested that the province must follow actively the process of building the Law to update promptly the Project’s contents. The minister also claimed that Khanh Hoa province acquired the delegation’s comments to quickly complete the Project, and early submitted to the Appraisal Board for approvement. After that, the Project would be reported to the Government for considering and be presented to the National Assembly at the upcoming 5th session./.
