First Business Dialogue Conference of 2025 in Van Phong Economic Zone and Industrial Parks of Khanh Hoa Province

Implementing Plan No. 1051/KH-KKT dated April 29, 2025, of the Vân Phong Economic Zone Management Board on organizing the Business Dialogue Conference in the Vân Phong Economic Zone and Industrial Zones of Khánh Hòa Province in 2025; On June 6, 2025, the Vân Phong Economic Zone Management Board was honored to host, the first Business Dialogue Conference of 2025.

The conference was organized to listen to and incorporate feedback, promptly address difficulties and obstacles faced by businesses in their production and business activities, as well as accelerate the implementation of investment projects within the Vân Phong Economic Zone and industrial zones in the province, thereby contributing to economic development, social stability, and create momentum for the development of Khanh Hoa Province. Additionally, the conference provided an opportunity for businesses to hear experts share practical experiences on the development of eco-industrial zones—a sustainable trend being promoted in Vietnam.

Mr. Le Hong Phuong, Deputy Head of the Van Phong Economic Zone Management Board, delivered the opening remarks at the conference.

Participants included Mr. Le Hong Phuong and Mr. Phan Chau Vinh – Deputy Heads of the Van Phong EZ Authority; representatives of the Department of Construction, Department of Industry and Trade, Department of Agriculture and Environment, Department of Home Affairs, Customs Department, Regional Tax Department XIII, Social Insurance Office XXIV, Provincial Police, Fire Prevention and Fighting Police, and State Bank – Region 10 Branch; the Chairman of Shinec Joint Stock Company – investor of the Nam Cau Kien Eco-Industrial Park in Hai Phong City and around 80 delegates from enterprises operating in the Van Phong EZ and Khanh Hoa’s industrial parks.

At the conference, leaders of the Van Phong Economic Zone Management Board gave an overview of the situation and development orientation of the approved zoning plans in the Van Phong Economic Zone, aiming to help businesses better understand the planning strategy in key functional zones. Additionally, the discussion session shared experiences in developing eco-industrial zones following the principles of green, clean, and sustainable development, with the goal of integrating ecological factors into the development of industrial zones in Khanh Hoa Province, based on the practical model from the Nam Cau Kien Eco-Industrial Zone (Hai Phong City).

During the conference, representatives of various enterprises voiced a number of challenges currently hindering their operations and investment activities. A prominent concern was the prolonged delays in compensation and site clearance procedures related to the Doc Da Trang Industrial Park project, which have significantly impacted project implementation schedules.

Enterprises also called for the prompt resolution of procedural obstacles in land recovery, especially in long-delayed projects affected by the transitional inconsistencies between previous and current legal regulations. These unresolved issues have created legal uncertainties, making it difficult for investors to proceed with confidence.

Furthermore, businesses proposed revisions to the construction density planning in Suoi Dau Industrial Park to better reflect current development strategies and accommodate increasing demands for factory expansion. Such adjustments, they noted, are essential to ensure that industrial infrastructure planning remains aligned with the evolving needs of the investor community.

At the conclusion of the conference, the leadership of the Van Phong Economic Zone Management Board called on businesses operating in the Van Phong Economic Zone and industrial zones across Khanh Hoa Province to continue submitting written requests to relevant departments, agencies, local authorities, and the Management Board whenever difficulties or obstacles arise during the implementation of investment, production, or business activities. This approach aims to ensure timely support, guidance, and resolution of issues encountered by enterprises.

The conference not only served as an opportunity for the government and the business community to jointly reflect on ongoing challenges, but also marked a meaningful step toward building a transparent and efficient investment environment—one that aligns with the province’s long-term goals for sustainable socio-economic development.
